GENERALLY
Any police officer or other authorized personnel who shall observe any violation of any of the provisions of this chapter shall attach to the bicycle a notice setting forth the violation or shall give the operator or owner of the bicycle a notice setting forth the violation. Any owner or operator of the bicycle who is under the age of 16 years may pay, at the place directed on the notice which he or she receives, as the penalty for and in full satisfaction of the violation, the sum of $1 if the payment is made within 24 hours of the violation, and the sum of $3 if the payment is made later than 24 hours but within 72 hours of the violation. The failure of the operator or owner to make payment within the 72-hour period shall render the owner or operator liable to the penalties herein provided for the violation of the provisions of this subchapter.

The parent of any child and the guardian of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this subchapter.
