Every person engaged in the business of buying or selling new or secondhand bicycles shall make a report on a form approved and provided by the Police Department of every bicycle purchased or sold by the dealers and shall deliver the report to the Police Department not later than the tenth of the month following each calendar month’s sales and purchases.
