The Police Department shall have the authority to inspect all bicycles for mechanical fitness, and shall have the authority to refuse to grant or revoke any license or impound any bicycle which it deems unsafe, or which does not conform with the requirements set forth by this chapter. Upon complying with this chapter the bicycle will be eligible to be registered.
