REGISTRATION AND LICENSE STICKER
§ 73.30 REQUIRED; EXEMPTIONS.
   No person, being a resident of the city, shall ride or propel a bicycle, nor shall any person within the corporate limits of the city let out for hire or lease any bicycle, unless the bicycle has been registered and displays the proper license sticker as provided for in this chapter. Sidewalk bikes, scooter bikes, junior bikes or any other type of bicycle with a tire of 16 inches or less shall be exempt from registration or license sticker.

§ 73.31 APPLICATION.
   Application to register and operate a bicycle under this chapter shall be made to the Police Department upon a form to be provided by the Police Department. The application shall be accompanied by a fee of $1 to be paid at the time the license sticker is issued.

§ 73.32 LICENSE STICKER; REMOVAL, REPLACEMENT STICKERS.
   (A)   Upon submission of the application referred to in this subchapter in proper form and after having passed all equipment and safety tests as required in this chapter, along with the required fee, the Police Department shall issue a license sticker for the bicycle. This license sticker shall be permanently attached to the front of the seat tube of the bicycle being registered.
   (B)   It shall be unlawful to remove, alter, counterfeit, destroy, mutilate or tamper with any license sticker pursuant to this subchapter.
   (C)   Replacement license stickers will be issued by the Police Department to the registered owner of a bicycle when an original license sticker is lost, stolen or mutilated. The replacement sticker will be issued after written application has been made which will state what the original disposition of the sticker was and a fee of $0.25 has been deposited with the Police Department.

§ 73.33 TRANSFER OF OWNERSHIP.
   It shall be the duty of every person who purchases any bicycle to report within ten days of the date of the purchase, in writing, to the Police Department, the name and address of the person from whom the bicycle was purchased. Also, it shall be the duty of the purchaser of the bicycle to purchase a license sticker or to apply for transfer of registration thereof within ten days of the purchase.

§ 73.34 ISSUANCE OF IDENTIFICATION NUMBERS.
   In case any bicycle for which a license is to be issued does not have an identification number, the Police Department shall affix by some permanent means an identifying number which shall be used from that time on for that bicycle’s identification.

§ 73.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
