§ 97.01 PURPOSE.
   It is the desire and intent of the Town Board of Trustees to provide free public library service to the residents of the town, for the benefit of the town, the state and the nation.

§ 97.02 LIBRARY ESTABLISHED.
   The public library is hereby established.

§ 97.03 BOARD OF DIRECTORS.
   (A)   Board established; members; compensation. The public library shall be governed by a Board of Directors consisting of five members selected from the residents of the town with reference to their fitness for such office by the Town Board of Trustees. Library Board directors shall serve thereon without compensation.
   (B)   Term; vacancies.
      (1)   Library Board members shall hold office for a term of three years from May 1 following their appointment. At the first regular meeting of the Library Board, the directors shall cast lots for respective terms of one year, two years and three years.
      (2)   Vacancies in the Library Board of Directors shall be filled in the same manner as original appointments.
   (C)   Removal. Any member of the Library Board of Directors may be removed by the appointing authority for misconduct or neglect of duty.
   (D)   Officers; rules.
      (1)   Immediately after the initial appointment, the Library Board of Directors shall meet and organize by electing one director as president, one director as secretary and by electing such other officers as the Board may deem necessary.
      (2)   They shall adopt such rules and regulations for their own guidance and for the governance and operation of the library as may be expedient and not inconsistent with the laws of the state, subject to approval of the Town Board of Trustees.
