(A) Appointment; compensation. The Library Board may, with the approval of the Town Board of Trustees, appoint a suitable librarian and assistants and set their compensation. The librarian shall be the administrative officer of the library.
(B) Annual budget; general duties. The Library Board shall recommend an annual budget to the governing body of the town. The Library Board shall set the policy of the library; control the expenditure of all monies collected and placed to the credit of the library; supervise and care for the grounds, rooms or buildings constructed, leased or set aside for the library.
