Permitted in the R-MHP District provided they meet the following conditions:
(a) General Provisions: A conditional use permit may not be applied for without first obtaining approval of plans from the Ohio Environmental Protection Agency. Section 1113.04 (b) must be met and occupancy shall not occur until this section is met.
(b) Filing Procedure: Applicant must file a site development plan with the Zoning Enforcement Officer and specify information required in this section It must contain:
(1) Location, site conditions, site size and total number of home sites.
(2) Vehicular and pedestrian circulation and parking areas.
(3) Size, location, and use of non-residential areas of tract, including parklands and open paces.
(4) Provisions for fire protection, water supply, sanitary sewer, and surface drainage facilities, including engineering studies.
(5) Deed restrictions, covenants, easements, and encumbrances to be used to control the use, development and maintenance of the land.
(c) Minimum Design Standards:
(1) Minimum site size.
A. The park shall be not less than five (5) acres of land.
B. Minimum initial improvements: Before occupancy, it shall be in a condition that at least forty (40) percent of lots are completed and ready for occupancy including roadways, sidewalks, lighting, public utilities, service and management buildings.
(2) Minimum lot size and maximum coverage.
A. Each home shall be on a lot not less than 5,000 sq. ft. and the park density no more than six (6) homes per acre.
B. Each home, including accessory buildings, and porches shall not cover more than fifty (50) percent of each lot.
(3) Dwelling standard: Each home shall meet minimum floor area and width as stated in Section 1105.03(c).
(5) Streets, sidewalks, and parking:
A. The Park shall provide a main entrance driveway not less than thirty-six (36) feet in width. Interior street width shall be a minimum of twenty (20) feet wide and protected at edges with suitable edging as necessary for stabilization and drainage. Lots shall abut on an interior street that is not a public right of way. Streets shall be lighted at night and maintained.
B. Paved sidewalks at least four (4) feet in width shall be provided , maintained and located to meet the needs of pedestrian traffic. Locations shall be subject to approval by the Village Planning Commission.
C. Each home site shall have two (2) paved parking spaces not less than three (3) feet to the home, nor closer than ten (10) feet to an adjoining home.
(6) Peripheral Buffer: The Park shall provide a ten (10) foot wide planting strip, planted with trees and/or shrubs providing a dense screen extending the length of the common lot line with adjacent properties.
(d) Conditions for Approval: Approval shall be for a period of one (1) year to allow construction to be substantially started in accordance with the site development plan and evidence that construction will be completed. Should construction not be initiated within one (1) year, the approval shall be voided and all land reverted to the last zoning district for the site, unless an application for time extension is submitted and approved.
