113.01 ESTABLISHMENT.
   There is hereby created and established the position of Administrative Assistant of Purchasing who shall be appointed by the City Manager and shall serve at the pleasure of the City Manager. Except as otherwise required by law or provided herein, the Administrative Assistant of Purchasing, in addition to any other duties which may be assigned him/her from time to time by the City Manager shall approve all purchases of materials, supplies and equipment for the City. Purchases in amounts exceeding five hundred dollars ($500.00) shall be signed and approved by the Administrative Assistant of Purchasing and either the City Manager or Finance Director. Provided that the City Manager may, from time to time, establish petty cash funds for any department or agency of the City not to exceed five hundred dollars ($500.00); and may further authorize, from time to time, any department or agency head to make purchases not to exceed the sum of five hundred dollars ($500.00) all of which shall be exempt from purchasing procedures. The Administrative Assistant of Purchasing shall keep records of all purchases by the City and of the destination or ultimate use of such purchase, and same shall be available for public inspection.
