No person fourteen years and under shall be in the public domain or on private property, unless prior approval is obtained from the owner, between the hours of 10:00 p.m. and 6:00 a.m. of the following morning, and no person between the ages of fifteen through seventeen years shall be in the public domain or on private property, unless prior approval is obtained from the owner, between the hours of 11:00 p.m. and 6:00 a.m. of the following morning, unless accompanied by his parent, guardian or an adult person delegated custody.
