1701.01 TITLE.
   This Part Seventeen, the Building and Housing Code of the Codified Ordinances, shall be known and may be cited as “The Building and Housing Code of the City of Euclid” and is hereinafter referred to as “this Code.”

1701.02 PURPOSE.
   The purpose of this Code is to provide minimum standards to safeguard life or limb, health, property and public welfare.

1701.03 GENERAL SCOPE.
   The provisions of this Code shall apply to the location, design, materials, construction, alteration, repair, equipment, use and occupancy, maintenance, removal and demolition of every building and other structure and to any appurtenances connected or attached to such buildings and other structures, except insofar as such matters are otherwise specifically provided for in the Charter or under other Codes of the Codified Ordinances of the City. The provisions of this Code shall not apply to work primarily in a public way, nor to public utility towers and poles, mechanical equipment and structures not specifically regulated in this Code.

1701.04 OTHER LAWS, ORDINANCES, RULES AND REGULATIONS.
   (a)   State Laws. The provisions of this Code shall supplement all laws of the State of Ohio and all rules and regulations promulgated by authority thereof and applicable to buildings and other structures.
   (b)   Ordinances, Rules and Regulations. If in any specific case there is an apparent difference in the materials, methods of construction or other requirements specified in different sections of this Code, or between the requirements of this Code and any other applicable ordinance, rule or regulation of any administrative officer or board of this City, the more restrictive shall govern.
