The Service Director shall determine the size of lots owned by the City and the terms of payment therefor. He or she shall give to each purchaser a receipt showing the amount paid and a pertinent description of the lot or lots sold. Upon producing such receipt, the purchaser shall be entitled to a deed for the lot or lots described therein. Such deed shall be furnished by the Finance Director, who shall keep a record of the same and of any transfers of lots.
