(a) The Service Director shall make bylaws and regulations, not inconsistent with the ordinances of the City and the Constitution and laws of the State, as he or she believes useful and necessary for the management and protection of the Cemetery and the burial of the dead therein, which bylaws and regulations shall have the same validity as the ordinances of the City.
(b) No person shall violate any such bylaw or regulation.
