787.01 STATE STANDARDS; DUTY OF SEALER.
   There shall be regulations of weights and measures within the City, and the standards set forth in Ohio R.C. Chapter 1327 shall be the standards by which they shall be compared and determined.
   The Sealer of Weights and Measures, at the expense of the City, shall provide and maintain the necessary and approved standards for the purpose of testing and proving the weights and measures to be used in the City.

787.02 ARTICLES SOLD BY DRY MEASURE.
   Articles to be sold by heaped measure shall be heaped up in a conical form as high as the articles to be measured will permit. All commodities that are not liquids, when sold by the gallon or less, shall be sold by dry measure. Nothing herein contained shall be construed to prevent the sale of fruits and berries in packages containing a half-bushel, or any multiple or aliquot part thereof, measured according to the table of dry measure and distinctly labeled or marked so as to show the exact quantity therein contained, nor to prevent the sale of fruits at a fixed price per piece or number.

787.03 TESTING.
   It shall be the duty of the Sealer of Weights and Measures, and he or she is hereby authorized and required, to test all weights, measures, seals, beams, steelyards, platform scales and other machinery used for weighing or measuring within the City, at least once every six months.
   After he or she has found the same to be correct, according to the standards as established by Section 787.01, he or she shall seal and mark the same with a stamp, or by posting a card thereon, as he or she may deem most proper. No person shall neglect or refuse to exhibit to the Sealer any and all of such weights, measures scales, beams, steelyards, platform scales or other machinery used by such person for weighing or measuring and articles or commodity bought or sold.

787.04 MARKING; REPAIRS; ADJUSTMENTS.
   The Sealer of Weights and Measures shall test all weights, measures, beams, scales, steelyards, platform scales or other machinery used for weighing or measuring, at the several places of business. After he or she has found the same to be correct, he or she shall seal and mark the same, as provided in Section 787.03, with the letters “E.C.S.,” being the initials for Euclid City Sealer.
   All weights, measures, scales, beams, steelyards, platform scales or other machinery used for weighing or measuring, when out of order, may be repaired and adjusted by the Sealer or other competent person, as may be preferred by the owners or users thereof. It is the duty of the Sealer of Weights and Measures to enter a complaint against all persons who shall knowingly violate any of the provisions of this section.
