§ 34.31 SUPPLIES, EQUIPMENT AND THE LIKE ACQUIRED BY PURCHASING OFFICER; EXCEPTION.
   All supplies, materials, equipment and services of any nature whatsoever shall be acquired by the purchasing officer or his or her authorized representative, except as otherwise provided in this subchapter.

§ 34.32 GENERAL PROCEDURE.
   Competitive bids on all supplies, equipment and services, except those specified elsewhere in this subchapter, and contracts for public improvements shall be obtained, whenever practicable, and the purchase or contract awarded to the lowest responsible bidder, provided that any or all bids may be rejected as prescribed in this subchapter.

§ 34.33 PURCHASE OF EMERGENCY REPLACEMENT PARTS FOR EXISTING EQUIPMENT.
   Notwithstanding any other provision of this subchapter, the purchase of emergency replacement parts or existing equipment shall not require competitive bidding. When such emergency purchase amounts to $2,500 or more, a full report of the emergency purchase shall be filed by the City Manager with the City Commission at the next Commission meeting for approval.

§ 34.34 WHEN FORMAL SEALED BIDS REQUIRED.
   Public advertisement and competitive bidding shall be required for the purchase of all goods and services exceeding an amount of $10,000 except for those purchases specifically exempted from advertisement and bidding by the Municipal Purchasing Act of 1983.

§ 34.35 NEWSPAPER NOTICE INVITING BIDS.
   Notice inviting bids shall be published once in a newspaper of general circulation, and at least five days preceding the last day set for the receipt of proposals. The newspaper notice shall include a general description of the articles to be purchased, shall state where bid blanks and written specifications may be secured, and the time and place for opening bids.

§ 34.36 ADVERTISING PURCHASES ON BULLETIN BOARD IN THE CITY HALL AND ON THE CITY WEBSITE.
   In addition to the notice provided for in § 34.35, the purchasing officer shall advertise all pending purchases amounting to $2,500 or more by a notice on the public bulletin board in city hall and on the city website.

§ 34.37 BID DEPOSITS.
   (A)   When deemed necessary, bid deposits may be required, the deposit shall be in such amount as the City Manager shall determine and unsuccessful bidders shall be entitled a return of the deposits where such has been required.
   (B)   A successful bidder shall forfeit any required deposit upon failure on his or her part to enter a contract within five days after the award.
