A fee for each building permit shall be paid to the village clerk at the time written application for a permit is submitted to the village clerk. The fee for each building permit shall be two dollars ($2.00) per each one thousand dollars ($1,000.00) of valuation or fraction thereof, but in no case shall the fee be less than twenty five dollars ($25.00) nor more than two hundred fifty dollars ($250.00). The determination of value or valuation under any of the provisions of this chapter, or any building code, shall be made by the building inspector, whose decision shall be final and binding. The building inspector shall have and retain for his own use and as full compensation for the services rendered pursuant to the provisions of this chapter and title 9 of this code, the fees paid hereunder pursuant to the provisions of this chapter.
