Where construction, erection, installation, or location, for a building or structure for which a permit is required is started, or proceeded with, prior to obtaining said permit, the fee above specified shall be tripled, but the payment of each triple fee shall not relieve any person from fully complying with the requirements of this code, in the execution of the work or from any other penalty prescribed therein, or in any other applicable provisions of this code. Additionally, the village attorney may proceed at law or in equity to enforce the provisions of this chapter, and any such enforcement action shall not relieve any person from fully complying with the requirements of this code, in the execution of the work or from any other penalty prescribed therein, or in any other applicable provisions of this code.
