No person, by or through any agent, servant or other party acting on his behalf, shall install, construct, alter, repair or service any work covered by this Title Seven without first securing a permit from the Building Inspector. No owner, occupant, firm, partnership, association, corporation or its agent or servant shall use any equipment covered by these regulations in any building which has been installed or altered subsequent to the effective date of this chapter without a permit as herein provided.
