This Zoning Code and all amendments hereto shall implement and conform to the Future Land Use and Major Thoroughfare Plans of the City as adopted and amended, including the objectives and policies of such Plans. Where such amendments will also amend the Future Land Use Plan or the Major Thoroughfare Plan, or any of their objectives and policies, then the application for amendment shall so state the methods, terms and reasons for amending the Plan. If it is necessary to amend the Land Use Plan or the Major Thoroughfare Plan, such a change can be made in the same manner as a zoning change.
