The following regulations shall apply to the establishment and use of persons with disabilities parking spaces:
1. Establishment. Persons with disabilities parking spaces shall be established and designated in accordance with Chapter 321L of the Code of Iowa and Iowa Administrative Code, 661-18. No unauthorized person shall establish any on-street persons with disabilities parking space without first obtaining Council approval.
2. Improper Use. The following uses of a persons with disabilities parking space, located on either public or private property, constitute improper use of a persons with disabilities parking permit, which is a violation of this Code of Ordinances:

A. Use by an operator of a vehicle not displaying a persons with disabilities parking permit.
B. Use by an operator of a vehicle displaying a persons with disabilities parking permit but not being used by a person issued a permit or being transported in accordance with Section 321L.2[1b] of the Code of Iowa.
C. Use by a vehicle in violation of the rules adopted under Section 321L.8 of the Code of Iowa.
3. Wheelchair Parking Cones. No person shall use or interfere with a wheelchair parking cone in violation of the following:
A. A person issued a persons with disabilities parking permit must comply with the requirements of Section 321L.2A[1] of the Code of Iowa when utilizing a wheelchair parking cone.
B. A person shall not interfere with a wheelchair parking cone that is properly placed under the provisions of Section 321L.2A[1] of the Code of Iowa.
No one shall stop, stand or park a vehicle in any of the following specifically designated no parking zones except when necessary to avoid conflict with other traffic or in compliance with the direction of a peace officer or traffic control signal.

1. Broadview Court, inside of curve, from Dows Street to Dows Street.
2. Alleys between Rowley Street and Fuhrmeister Street.
3. Hillcrest Street, on the east side from Dows Street to the City Park.
4. Highland Road, on the south side from Hillcrest Street to Knoll Court.
5. Dows Street between Walker Street and Main Street from 3:00 a.m. to 7:00 a.m. between December 1 and April 1.
1. For longer than 48 hours on any public street or alley.
2. Between the hours of 2:00 a.m. and 7:00 a.m. on any street marked to prohibit all-night parking unless the person is a physician or other person on emergency call.
3. For longer than 15 minutes for the first legal parking space westerly of Main Street on the south side of Dows Street between the hours of 7:00 a.m. and 8:00 p.m.
4. For longer than 15 minutes for the first legal parking space southerly of the intersection of Main Street and Dows Street between the hours of 7:00 a.m. and 8:00 p.m.
No person shall park a motor truck, semi-trailer, or other motor vehicle with trailer attached in violation of the following regulations. The provisions of this section do not apply to pickup, light delivery or panel delivery trucks.

1. Business District. Excepting only when such vehicles are actually engaged in the delivery or receiving of merchandise or cargo within the prohibited area, no person shall park or leave unattended such vehicle, on any of the following designated streets/areas.
A. Dows Street from Main Street to State Street.
B. Within 500 feet of any residential district or private residence.
When actually receiving or delivering merchandise or cargo such vehicle shall be stopped or parked in a manner that will not interfere with other traffic.
2. Livestock. No such vehicle containing livestock shall be parked on any street, alley, or highway for a period of time of more than 30 minutes.
No person shall park a vehicle on the side of the street shown below, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or sheriff's deputy in any of the following locations.

No person shall park a vehicle in the Ely City Park between the hours of 10:00 p.m. and 6:00 a.m. except that the following may be allowed as approved in writing by the Ely Recreation Commission:
1. Construction equipment or vehicles related to approved maintenance or construction projects.
2. Vehicles related to a community or sport event, festival or similar activity approved by the Recreation Commission.
No person shall park, abandon, or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during any snow emergency proclaimed by the Mayor unless the snow has been removed or plowed from said street, alley or parking area and the snow has ceased to fall. A snow emergency parking ban shall continue from its proclamation through the duration of the snow or ice storm and the 48-hour period after cessation of the storm except as above provided upon streets which have been fully opened. The ban shall be of uniform application and the Mayor is directed to publicize the requirements widely, using all available news media, in early November each year. When predictions or occurrences indicate the need, the Mayor shall proclaim a snow emergency and the Mayor shall inform the news media to publicize the proclamation and the parking rules under the emergency. Such emergency may be extended or shortened when conditions warrant.

It is unlawful to park a boat trailer or utility trailer (loaded or unloaded), or unoccupied motor home, or travel or camping trailer, on any public street, alley, or place for a period of time in excess of 48 hours. Upon application to the City Hall, emergency or temporary parking for occupied travel trailers, campers, and motor homes may be permitted at designated locations on public streets, alleys, or any other public or private place for a three-day period, subject to extended time of up to three days upon reapplication, and subject to any other prohibitions or regulations imposed by traffic and parking ordinances of the City.
