Each customer shall pay sewer service charges for the use of and for the service supplied by the municipal sanitary sewer system based upon the amount of water consumed as follows:

1. Resident Customers.

On July 1 of each year, the sewer service charges shall be increased by 2.0% over the rates in effect during the preceding year.
2. Nonresident Customers. Nonresident customers of the City sanitary sewer service shall be charged a sum equal to 150 percent of the monthly rate charged to resident customers. This charge shall apply to each separate use if the customer is a temporary user.
3. Premises with Multiple Families or Businesses. Premises having more than one family or business unit located thereon and served by the sewer system, but having only one water bill for the entire premises, shall be charged the normal rate set forth above for the total amount of water service attributable to the premises, and for each additional unit an additional amount equal to the minimum monthly sewer service charge.
4. Home Operated Businesses. Home operated businesses, which are permitted under the Zoning Ordinance of the City, shall not be considered as an additional business unit under the provisions of this section.
5. Water Used for Irrigation. Each premises acquiring a second water meter solely for irrigation purposes shall install said water meter as set out in Section 91.11 of this Code of Ordinances. Sewer service charges shall not be charged for water used for irrigation or other purposes measured by said additional water meter.
Where, in the judgment of the Superintendent and the Council, special conditions exist to the extent that the application of the sewer charges provided in Section 99.01 would be inequitable or unfair to either the City or the customer, a special rate shall be proposed by the Superintendent and submitted to the Council for approval by resolution.
