As used in this chapter "mechanical amusement device" means a machine which, upon insertion of a coin or slug, operates or may be operated for use as a game, contest or amusement of any description, or which may be used for any such game, contest or amusement, and which contains no automatic pay-off device for the return of money, coins, merchandise, tokens or checks redeemable in money or anything of value.

No person shall display for public patronage or keep for operation any mechanical amusement device without first obtaining a permit therefor from the Manager.
Application shall be made to the Manager on a form requiring the giving of any information deemed necessary by the Manager.
The fee for the permit required by Section 824.02 shall be ten dollars ($10.00) per year.
