No member of the Architectural Board of Review shall participate in the review of any work of which he or any partner, professional, associate, employer or employee is the author or in which he or they have any direct or indirect financial interest. If such an occasion arises the other members of the Board shall proceed to determine the particular matter. In the case of disqualification under this section to the extent that there is a failure of agreement of two members of the Board then a temporary member or members shall be appointed by the Mayor and confirmed by Council, to serve in that particular case. Such temporary member or members shall have all of the qualifications required by Section 1305.02.
