One member of the Architectural Board of Review shall be a registered architect duly registered and authorized to practice architecture in and under the laws of the State and shall have been actively engaged in the general practice of architecture as a registered architect in the State for a period of not less than ten years prior to his appointment to the Board, and shall be a resident of this Municipality, provided, however, that Council may waive the requirement that a member shall be a resident of this Municipality.
The other members of the Board shall be persons with at least ten years of experience in the building trades in some capacity, and shall be residents of this City, provided, however, that Council may waive the requirement that a member shall be a resident of this Municipality.
