In the event the owner or occupant of premises described in Section 905.04 fails to provide the required drain pipe as required in Section 905.03 within the time period prescribed by the Director of Public Service in his written notice to the property owner under Section 905.02, the Director is authorized to purchase the necessary culvert or drain pipe and to install the same in the ditch line under the driveway. The Director of Finance is directed to certify the costs of materials and cost of labor in installing the drain pipe or culvert to the County Auditor for collection on behalf of the City in the same manner and form as the collection of all other taxes and assessments of the City.
