If, in the opinion of the Director of Public Service, new culvert or drain pipes must be installed, the owner or occupant of the property to be benefited shall provide the necessary culvert or drain pipe, at his own cost and expense. The Director shall cause the same to be installed in a proper manner for the sum of one hundred dollars ($100.00) minimum to a maximum of two hundred dollars ($200.00) per twenty foot section, said price to be dependent on linear footfalls, and to be determined by the Director of Public Service.
In the event the owner or occupant of the property wishes to hire a contractor or perform the culvert or drain pipe installation himself, a permit signed by the Director of Public Service shall be obtained prior to the commencement of the work. The applicant shall furnish plans indicating the proposed location of the culvert or drain pipe and any other information deemed necessary by the Director. A permit fee of twenty-five dollars ($25.00) shall be paid to the Director at the time the application is filed.
Should the City install a culvert or drain pipe in a paved driveway, blacktop or concrete, the City shall remove and replace the culvert and cover with stone. Cost of blacktop or concrete surface replacement shall be billed to the property owner.
