A. The commission comprises five (5) members, selected and appointed as follows:
1. Two (2) members appointed by the city council from the city of Dubuque zoning advisory commission;
2. Two (2) members appointed by the Dubuque County board of supervisors; and
3. One member from the public at large appointed by the other four (4) members. This member will serve as chairperson.
B. No person may be appointed or reappointed to the commission if that appointment or reappointment would cause the number of members of one gender to be greater than one-half (1/2) of the membership of the commission plus one unless the city has made a good faith effort to appoint a qualified person to fill a vacancy on the commission for a period of three (3) months but has been unable to make a compliant appointment. The city must utilize a fair and unbiased method of selecting the best qualified applicants. (Ord. 51-14, 8-4-2014)
