The sections, paragraphs, sentences, clauses and phrases of this code are severable, and if any phrase, clause, sentence, paragraph or section of this code shall be declared invalid, unenforceable or unconstitutional by the valid judgment or decree of a court of competent jurisdiction, such invalidity, unenforceability or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this code. The repeal of an ordinance or section of this code does not revive an ordinance or section of this code previously repealed, nor affect any rights which have accrued, any duty imposed, any penalty incurred, or any proceedings commenced under or by virtue of the ordinance or section of this code repealed.
