A. Planting And Removal; Permission Required: It shall be unlawful for any person, firm or corporation to plant or remove trees in the public right of way without the written permission of the city manager or the city manager's designee, and upon such terms and conditions as the city manager shall require.
B. Street Tree And Landscaping On Public Right Of Way Policy: The city manager shall develop, with the approval of the city council, a written street tree and landscaping on public right of way policy which shall govern the planting, maintenance and removal of trees, shrubs, nonwoody vegetation or other landscaping in the public right of way.
