§ 3-1-1 DUTIES OF THE SERVICE DEPARTMENT DIRECTOR.
   The Service Department Director shall be responsible for the maintenance and cleaning of all streets and public grounds. The Director, in addition to the foregoing, shall keep the openings of the public drains and the gutters along the sidewalks clean and free from obstructions.

§ 3-1-2 CONSTRUCTION OF SIDEWALKS.
   No sidewalk of any description shall be built by any person of any brick, wood, or other material, without a written permit signed by the City Manager or his designate. The construction of the sidewalk shall then be under the supervision of the Director of the Service Department and shall be carried out according to his instructions. The failure to obtain a permit before beginning a sidewalk shall constitute a misdemeanor.
§ 3-1-3 BREAKING OR DESTROYING CURBING; CONSTRUCTING ENTRANCES INTO PROPERTY.
   It shall be unlawful for any person to break or destroy the curbing of any street of the city, or to otherwise deface the curb, or to construct any entrance into property on any of the paved streets of the city, unless the person shall have first obtained a permit so to do from the City Manager or his designate.
§ 3-1-4 EXCAVATIONS GENERALLY.
   Any person wishing to cut, dig, or ditch across or in any street or sidewalk or alleyway, for any purpose, shall first obtain the written permission of the City Manager or his designate and then shall leave the area in good and passable condition. Failure to obtain permission before so digging or ditching in or across any sidewalk, street, or alley or failure to leave the digging or cutting in a passable condition shall constitute a violation of this section.
§ 3-1-5 LIGHTS ON EXCAVATIONS AND OBSTRUCTIONS REQUIRED.
   It shall be unlawful for any person to allow any trench, ditch or excavation in any street, sidewalk or public place of the city to remain open between sunset and sunrise or to allow any obstruction, building material, scaffold, impediment or obstacle to remain in or upon any street, sidewalk or public place in the city between sunset and sunrise, unless the obstruction, building material, scaffold, impediment, obstacle, trench, ditch or excavation has sufficient number of lights properly displayed around it as danger signals to prevent accidents to persons or property.

§ 3-1-6 REMOVAL OF LIGHTS FROM EXCAVATIONS AND OBSTRUCTIONS PROHIBITED.
   It shall be unlawful for any person to remove or extinguish any light which may be placed as a signal at night to warn persons of danger from ditches, trenches, excavations, building materials, scaffolds, impediments or obstacles of any description whatever, within the corporate limits of the city.
