§ 3-1-9 DUTY OF OCCUPANTS TO KEEP ADJACENT SIDEWALKS FREE FROM OBSTRUCTION.
   (A)   Every occupant of a lot on any street within the jurisdiction of the city limits shall keep the sidewalk clear and free from obstruction as far as the lot extends (with the exception of sidewalk sales permitted within the designated Dillon Downtown Commercial Historic Overlay District in accordance with § 5-4-70(A)(7)). The gutter shall remain open and free from obstruction as far as the lot extends.
   (B)   If the space is not so kept clear and free and open from obstruction of any kind (with the exception of sidewalk sales permitted within the designated Dillon Downtown Commercial Historic Overlay District in accordance with § 5-4-70(A)(7) for a period of twelve (12) hours after notice from the Police Department, the occupant shall be guilty of a misdemeanor.
