No brick, stone, wood or other substance obstructing the free passage of persons and vehicles shall be placed or suffered to lie in any of the streets or alleys of the city. No person shall place on or in any of the streets, sidewalks or alleys of the city any box, crates, casks or barrels of any description or any other obstruction of any kind. However, any person erecting a building may, with the permission of the City Manager or his designate, place building materials for immediate use on the streets in a way as not to interfere with the usual traffic.

It shall be unlawful for any person to place or have placed any stands, boxes or other structures upon the streets and sidewalks of the city (with the exception of sidewalk sales permitted within the designated Dillon Downtown Commercial Historic Overlay District in accordance with § 5-4-70(A)(7).

It shall be unlawful for any person to erect or repair over any sidewalk or street any wooden shed or awning or any wooden shed for the support of an awning, or erect upon any street or sidewalk any post for the support of any awning. If any person shall violate this section, then each day that the above forbidden obstruction shall remain, after notice, shall constitute a separate violation of this section; provided, that this section shall not be construed to prevent the erection over the sidewalk of cloth awnings, supported upon metallic frames, firmly suspended from the building; provided further, that the City Manager shall have the power to condemn and order removed any wooden awnings now existing when they shall become dangerous or unsightly or in any way detrimental to the public health or public safety of life and limb.
No paper, straw, lemon peel, banana peel, watermelon rind, or any trash of any kind shall be thrown or swept upon any sidewalk or street of the city, nor shall any trash, refuse or rubbish be burnt thereon. All trash shall be placed in barrels and cans and left convenient for collection by city trucks.

No person shall lead or drive any horse or other animal, or drive any automobile on any sidewalk of the city, except at an established crossing, nor ride any bicycle thereon. Nothing in this section shall be construed as preventing the use of the sidewalk for baby carriages, wheelchairs or children's tricycles. (1977 Code, § 3-1015)

It shall be unlawful for any person to throw any tacks, nails, glass bottles or any other substances whatsoever upon the streets of the city that would or tend to injure, cut or mutilate any property of another, whether tires, livestock or other things.

It shall be unlawful for any person to trespass upon, walk, ride, cross or allow any horse or other animal, automobile or other vehicle to pass over, stand upon or otherwise trespass on any of the parkways in the city, or to pick, damage or injure any flowers, shrubbery or grass growing on the parkways. For the purpose of this section, the word "parkway" shall be taken to mean all that portion of a street lying between the street curbing at the edge of the roadway and the paved portion of the sidewalk.

It shall be unlawful for any person to build, construct, erect or maintain a house or building of any description in the city in a manner that rain water may flow from the roof, eaves, cornices, gutters or other part thereof, down upon any sidewalk so as to cause holes, depressions, unevenness, gullies or other defects or damage to the sidewalk.
