The Council shall consist of six (6) members, elected at large and on a nonpartisan ballot for a term of four years beginning on the first day of January next following their election. In accordance with Sections 14.03 and 14.04 hereof, all current members of Council shall continue until their successors are elected and qualified. After completing the election referred to in Section 14.03(2) hereof, three members of Council shall be elected at a general election in the year 2003 and every fourth year thereafter and three members of Council shall be elected at a general election in the year 2005 and every fourth year thereafter.
