The Clerk of Council shall be appointed by Council by two thirds (2/3) of its membership. The Clerk of Counci1 shall attend meetings of Council and keep a record of its proceedings, and of all rules, by-laws, resolutions and ordinances passed or adopted, which record shall be subject to the inspection of all persons interested. The Clerk may perform such other duties as may be assigned by this Charter or by ordinance.
