The municipality now existing in the County of Fulton, State of Ohio, and known as the Village of Delta, shall continue to be a body politic and corporate. When the Village shall, under the Constitution and the laws of the State of Ohio, become a City, it shall be known as the City of Delta. The provisions of this Charter shall apply whether this municipality is a Village or a City.
