Officials and employees of the City shall be required to work on days designated by Section 147.07 as Municipal Holidays if, in the opinion of the employee's appointing authority, failure to work would impair the public service or endanger public safety. An employee who is entitled to receive overtime compensation under the provisions of Section 147.04 shall be paid, in addition to the holiday pay provided by Section 147.08, wages at a rate equal to one and one-half times the employee's regular rate of pay for all time actually worked on a designated holiday. An employee entitled to wages for work performed on a designated holiday may elect to be credited with one and one-half hours of compensatory time off for each hour worked on the day of the holiday observance in lieu of the payment of such wages. Compensatory time off accrued under this section shall be credited in the same manner as compensatory time off accrued in lieu of overtime compensation and shall be subject to all limitations pertaining to accumulation and all requirements pertaining to usage provided by Section 147.05.
