The legality of carrying, possessing or discharging a firearm within the municipal limits of the city shall be governed by state law. No squib, cracker or other thing containing powder or any other combustible material shall be fired, exploded or detonated within the city limits unless the Common Council has approved such firing, explosion or detonation.
