§ 74.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BICYCLE. Any foot-propelled vehicle irrespective of the number of wheels in contact with the ground.
   OPERATE. Any form or tense thereof shall mean and refer to the use of a bicycle, by a person mounted thereon, causing it to function.

§ 74.02 EFFECT OF REGULATIONS.
   (A)   The parent of any child, the guardian of any ward or any person standing in loco parentis to any child shall not authorize or knowingly permit any such child or ward to violate any of the provisions of this chapter.
   (B)   These regulations shall apply whenever a bicycle is operated upon any street or upon any public path set aside for the exclusive use of bicycles, subject to those exceptions stated herein.

§ 74.03 EDUCATION CAMPAIGN FOR BICYCLE RIDERS.
   The Chief of Police, or an officer assigned such responsibility, shall develop and supervise activities designed to promote better bicycle riding habits, knowledge and observance of traffic regulations by bicycle riders, and other activities which increase the safe operation of bicycles on the city streets.
