No person shall park a bicycle upon a street other than upon the roadway, against the curb, upon the sidewalk in a rack to support the bicycle, against the building, or at the curb, in such manner as to afford the least obstruction to pedestrian traffic; provided that, no person shall park a bicycle on the sidewalks along Second Street from Jackson to Jefferson Street nor on the sidewalks along Monroe Street from First to Third Street in the city, unless such bicycle shall be parked within an area or areas designated and set aside for the parking of bicycles by the Board of Public Works and Safety.
