The Chief of the Fire Department with the approval of the Safety-Service Director, shall appoint at least six or as many more as Council shall authorize, men of the Municipality who shall act as volunteer firemen, subject to the call of the fire alarm. Such names will be filed with the Clerk of Council.

(a) The Chief of the Fire Department shall provide for and make at least semi-annual inspections of all public buildings, business houses, factories and any other buildings he deems necessary and he shall make a report in writing to Council of his findings and recommendations.
(b) Any time there is a finding made by the Fire Department against any property in the Municipality a State Certified Inspector shall immediately notify the owner of the property of such finding in writing. A copy of such finding shall be filed with the Clerk of Council. In such notice the Inspector shall give the property owned sufficient time to correct such defect or hazard, and if not done within the time set by the Inspector, he shall cause the premises to be closed to the public until such defect or hazard is remedied. Any person, persons or company failing to comply with such order of the Inspector shall be guilty of a minor misdemeanor each day the hazard is permitted to continue.
All full-time Firemen must have satisfactorily completed the training school required by the Statutes of Ohio within the first year of service, and deemed capable of performing duties as defined in the U.S. Department of Labor’s occupational characteristics, for a Fireman as determined by Physician’s Report for Minimum Medical Testing Under House Bill 648.

All full-time employees of the Fire Department shall:
(a) Employees shall work a normal average work-week of fifty-three (53) hours, consisting of twenty-four (24) hours on duty followed by forty-eight (48) hours off duty. Such hours shall be accomplished by each employee being given the appropriate number of "Kelly days", in accordance with the Fair Labor Standards Act. In the event an employee has received approval to attend school, training or function consisting of five (5) days or more, the employee will be excused from their normal work week. The employee shall be granted off the first duty day before and the first duty day after attending the school, training or function.
(b) Employees shall earn overtime for all hours actually worked in excess of a twenty-four (24) hour tour/day or the amount set forth in paragraph (a) above.
Overtime worked will be earned in minimum increments of one-half (1/2) hours, and will be paid at the rate derived by dividing the employee's annual salary by two thousand seven hundred fifty-six (2,756) hours, times 1.5. No overtime shall be paid unless approved by the Mayor, Village Administrator or Fire Chief.
(c) Receive pay for each holiday fixed by this section and will be paid at the rate derived by dividing the employee's annual salary by two thousand seven hundred fifty-six (2,756) hours.
(d) Receive longevity pay and clothing allowance as fixed by other sections of Chapter 149. Firefighters shall accrue vacation time as per the schedule set forth in Section 149.02, except that the work week of a Fire Fighter shall be calculated by 2,756 hours by fifty-two (52) weeks, or fifty-three (53) hours per week. Firefighters sick leave shall be governed by Section 149.03, except that sick time shall accrue at the rate of 3.05 hours per every fifty-three (53) hours worked
(e) Provisions for extra firemen is made so as to permit special scheduling by use of extra personnel within the Fire Department.
(f) It is anticipated, except in possible cases of emergency, and extra fireman shall work less than twenty (20) hours per week, and therefore shall receive no vacation pay, sick pay, longevity pay or clothing allowance or other benefits commonly referred to as "fringe benefits."
(g) No overtime shall be paid in the Fire Department for the purpose of manning a shift with three firemen or unless approved by the Mayor, Village Administrator or Fire Chief. (Ord. 3263. Passed 10-5-20.)
(a) From and after the effective date of this section, the following rates and charges shall be effective for each run of both rescue and emergency ambulance service and non-emergency ambulance transportation service which originates within this Village and also within Sandusky Township of Richland County, Ohio, for so long as a contract for rescue and emergency ambulance service and non-emergency ambulance transportation service shall be in effect between this Village and Sandusky Township:

(b) Service provided which originates outside of the Village or Sandusky Township shall be subject to the above charges plus an additional charge of five hundred dollars ($500.00).
(c) The Village Administrator is hereby authorized to adjust the charges set forth above as may be just and equitable in any particular case.
