3-3-8: TEEN BARS:
   A.   Definitions: "Teen bars", also known as "juice bars", are those establishments providing an opportunity for patrons of the age group sixteen (16) through twenty (20), inclusive, to socialize and partake of snacks and/or other foods and beverages of a nonalcoholic nature.
   B.   Activities: Patrons shall be permitted to socialize while on the premises; however, no patron shall be permitted to enter more than once during the hours of operation so that no off premises illegal activity may be promoted. No patron shall be permitted to bring alcoholic liquors and/or illegal drugs onto the licensed premises.
   C.   Age: Patrons must be at least sixteen (16) years of age and not more than twenty (20) years of age. The licensee shall see that each patron shall present adequate and sufficient identification and proof of age before being permitted to enter the licensed premises.
   D.   Location: Subject to proper zoning, teen bars may be conducted in establishments licensed to sell alcoholic beverages conditioned on the following: During all hours of operation, all alcoholic beverages will be secured behind locked cabinets or in other sufficiently secured containers, and all beer and ale taps and dispensers will be located with any computerized dispensers disconnected. No alcoholic beverages shall be within the sight of any patron.
   E.   Sale Of Beverages And Food: Soft drinks and other nonalcoholic beverages may be sold on the premises as well as snacks and/or other foods.
   F.   Security: Each licensee shall be responsible for providing adequate security both on the interior and the outside, including parking lot, of the licensed premises.
   G.   Hours: Teen bars may be operated between the hours of twelve o'clock (12:00) noon and ten o'clock (10:00) P.M.
   H.   Other Applicable Regulations: Establishments licensed hereunder shall also be subject to all health and sanitary regulations contained in chapter 4 of this title and applicable to restaurants, except that section 3-4-6-3 of this title, providing for a license fee, shall not apply.       1.   All teen bars shall be licensed in the same manner and using the same procedures as provided for restaurants under sections 3-4-6-2 and 3-4-6-4 of this title. The city council shall have the right to approve the issuance of such licenses for less than one year, on a trial basis, and any unused portion of an annual license fee shall be refunded upon a prorated basis.
