a. Any person who drives any vehicle (as defined in S.C. Code § 56-1-10(28)) in such a manner as to indicate a lack of due or ordinary care for the safety of persons or property is guilty of the offense of inattentive operation of a vehicle.
b. Inattentive operation of a vehicle shall not include driving actions or omissions indicating a wilful or wanton disregard for the safety of persons or property or driving actions or omissions sufficient to constitute a violation of state law relating to reckless driving or relating to driving under the influence of intoxicating liquor, drugs or narcotics.
