§ 52.167 RENTAL OR CHARGE ON ALL USERS.
   A sewer service rental or charge is and shall be imposed upon the users of all properties within the city which are drained directly by the sewerage system or from which sewage is transported to and treated at the sewage treatment plant operated by the city.

§ 52.168 USE OF FUNDS.
   The funds received by the city from the collection of charges or rentals herein provided for shall be used for the purpose of defraying the expense of the city in the operation, maintenance, repair, alteration, inspection, depreciation or other expense in relation to such sewerage system and sewage treatment works and for such payments as the city may be required to make under any lease or agreement it may enter into for the said sewerage system and sewage treatment works with the municipal authority of the city in accordance with the provisions of the Municipality Authority Act, 53 Pa.C.S. §§ 5301 et seq., as amended.

§ 52.169 CHARGES, USERS WITHIN THE CITY.

   (A)   Monthly charges. Users of the sewerage system, located within the city who are furnished metered water service by the city, and/or obtain water from other sources, shall pay monthly sewer rentals or charges in accordance with the following schedule of rates based on monthly water consumption:
 
Base charge for each meter:
$29.21 flat rate
0-2,500 gallons of water per month
$0.0058 per gallon
2,501 and over gallons of water per month
$0.0055 per gallon
 
   (B)   Minimum charge. The minimum monthly charge for sewer service shall not be less than $33.54.
   (C)   Senior citizen rate. Each residential dwelling unit in which all occupants residing therein have passed their 65th birthday shall, upon making proper application with the city, receive a discount in the amount of $4 per month from their sewer service charge.
   (D)   Residential unit multiplier.
      (1)   A structure serviced by a single water meter which supplies water to multiple residential dwelling units shall be charged a multiple of the base fee established per this section.
      (2)   Examples.
         (a)   A duplex would be billed two times the base fee in addition to the sewer usage rate.
         (b)   A structure containing 25 individual residential dwelling units would be billed 25 times the base fee in addition to the sewer usage rate.

§ 52.170 CHARGES, USERS OUTSIDE THE CITY.
   Users of sewers located outside the corporate limits of the city shall pay sewer rentals at a rate of 150% of the charge that would be imposed if the sewage had originated within the corporate limits.

§ 52.171 BASIS OF DETERMINING WATER USE.
   The volume of water to be used for determining sewer charges or rentals shall include metered water purchased from the city, and in addition all water obtained from sources other than the city (wells, streams and the like), as determined from meters installed and maintained by the city, from meters installed and maintained by the property owners and approved by the city or from estimates or measurements made by the city, all as hereinafter set forth.
