Where one meter serves households, mobile home sites, business establishments or other occupied space, or portions of such space, part of which are within the city corporate limits and part of which are outside the city limits, the user shall pay a monthly rate adjusted as the city shall deem fair and equitable. If the user so elects, he or she may, at his or her cost, separately meter the portions inside and outside of the city corporate limits, with the meter and installation to be approved by the city.
