§ 52.180 FURNISHING AND INSTALLING METERS.
   (A)   All water meters on city water services shall be furnished and installed by the city, in accordance with the applicable provisions of the city water rate and regulation ordinance in effect at the time of installation.
   (B)   Water meters for private water systems, when installed in compliance with this subchapter, and used for direct measurement of water used from a private well, spring, cistern or other on-site source, shall be furnished, installed and maintained by the city.
   (C)   Water meters for clear water discharges not entering the sewage system, or required for metering flow within and outside the city corporate limits, or otherwise required by this subchapter at the user’s expense, shall be furnished by the user, and installed and maintained by the city, all at the expense of the user. Any meter furnished shall be subject to approval of the city as to type, size and location.
   (D)   Sewage meters, where water meters cannot economically be used, shall be furnished, installed and maintained by the user. Such meters shall be subject to approval by the city as to type, size, location and maintenance.
   (E)   Where clear water meters are required at the users expense, or the user elects to provide meters, such meters may be furnished, installed and maintained by the city at the following rates.

   (F)   Where clear water meters are used as in (E) above, but the meter is furnished by the user, the city may install and maintain the meter at the following rates.

   (G)   Where clear water meters are used, as in division (E) above, and the meter, by written agreement, is to be furnished, installed and maintained by the user, there shall be no charge by the city for meter installation, operation or maintenance. The city shall, however, in such cases, retain the right to inspect, test and seal the meter at the time of installation and at such other times as it deems necessary. The city shall, in all such cases, have full access to the meter and connecting piping as if the meter were city property.
   (H)   Where meters are not available when requested by a user, and delivery time necessitates an unreasonable delay in installation, the city may estimate the bill to be charged for sewer use. When this is done, the estimated bills shall be adjusted by the city, after meter installation, to conform with the average monthly billing for sewer use during the first three months following meter installation.
