The following alarm systems shall be prohibited in the municipality:
(a) Automatic dialing devices. No person shall use or permit or cause to be used any device or telephone attachment which automatically selects any telephone line allocated by the telephone company to the city or any of its departments or divisions.
(b) Certain local alarms. No person shall install or maintain a local alarm which sounds a horn, bell, buzzer or other type of alarm audible outside the premises, if such alarm does not become silent automatically within one-half hour after the device first sounds, or if the alarm produces an intensity of sound in excess of 65 decibels at 100 feet from the building being served.

No person shall install any alarm which connects to any municipal department without first obtaining a permit therefor from the Police Department. No owner and/or tenant of any premises shall allow such an installation unless a permit has been obtained from the Chief of Police or his or her representative as provided herein. The Chief shall refuse to issue a permit to any applicant whose equipment is incompatible with municipal equipment or does not conform to these regulations, or whose officers and/or agents are unable to reasonably demonstrate that they will protect the confidentiality and integrity of the system.
