Nothing in this article is intended to relieve any owner or other person of any obligation to provide stormwater facilities or drainage imposed by this Code or any State or Federal law. Nothing in this article shall be deemed to waive any immunity or governmental protection available to the City under the Colorado Governmental Immunity Act or other State or Federal law. Further, the City expressly denies any liability whatsoever, whether for flooding or property damage or any other condition or manner. Nothing in this article shall be deemed to create any implied or actual contractual relationship between the City and any person or entity, or to imply or purport any necessity for flood insurance or other insurance protection to property.
