12.9.105: CALCULATION AND APPROVAL OF SERVICE CHARGE:
Annually, Utilities will prepare a revenue requirement for the provision of street lighting service setting forth the amount that must be recovered for the provision of street lighting service pursuant to section 12.9.103 of this article. Utilities will submit that revenue requirement and amount to be recovered to City Council for its review. After review, City Council must approve, revise, or recalculate the annual revenue requirement and amount to be recovered. After authorization by City Council, Utilities shall bill monthly a portion of that approved annual recoverable amount to the City of Colorado Springs Municipal government as provided in section 12.9.104 of this article. If necessary, City Council may authorize revisions to the approved revenue requirement and recoverable amount. The proposed street lighting service charge also may be submitted for approval during a rate proceeding pursuant to section 12.1.108 of this chapter. If a proposed street lighting service charge is submitted for approval during a rate proceeding, then City Council shall approve the proposed street lighting service charge if it finds that the proposed charge will recover the costs of street lighting and that the charge reasonably approximates the benefits received by customers.
