The Fire Department shall have as its objectives:
(A) To prevent uncontrolled fires from starting;
(B) To prevent the loss of life and property in case a fire does start;
(C) To confine a fire to the place of origin;
(D) To extinguish uncontrolled fire;
(E) To prevent loss of life from asphyxiation or drowning;
(F) To perform such rescue work as its equipment and/or the training of its personnel makes practical.

Fire protection shall be under the supervision of the Fire Chief, appointed by the Board to serve at the will of the Board and shall be responsible for the protection of life and property against fire, the prevention and extinguishment of fires and the removal of fire hazards. He or she shall be responsible for the care and maintenance of all property and equipment of his or her division. The Chief shall set up the organization of the Department, make definite assignment to individuals and shall formulate and enforce such rules and regulations as shall be necessary for the orderly and efficient operation of the Fire Department.

The Chief of the Fire Department shall keep adequate records of all fires, inspections, apparatus, equipment, personnel and work of the Department. He or she shall submit a written report on such matters to the Town Administrator once each month and, at the end of the year, a detailed annual report shall be made to the Mayor and Board.
