Fire protection shall be under the supervision of the Fire Chief, appointed by the Board to serve at the will of the Board and shall be responsible for the protection of life and property against fire, the prevention and extinguishment of fires and the removal of fire hazards. He or she shall be responsible for the care and maintenance of all property and equipment of his or her division. The Chief shall set up the organization of the Department, make definite assignment to individuals and shall formulate and enforce such rules and regulations as shall be necessary for the orderly and efficient operation of the Fire Department.
