To impose the development fee, the Village shall schedule and publish notice of a public hearing, pursuant to the Village open meetings resolution to consider land use assumptions, or system-wide land use assumptions, within the designated service area that will be used to develop the capital improvements plan, which public hearing shall be held and conducted in accordance with State law.
